]]> "The World Health Organization has recommended use of a medical mask. An amendment, suggested for the violation of requirements regarding use of medical mask has been discussed at the online meeting of the Parliamentary Committee on Legal Policy and State Building", member of the Committee on Legal Policy and State Building Kamal Jafarov told BAKU.NEWS.

The project has been recommended for the plenary meeting of the Azerbaijani Parliament (Milli Majlis).

Note that according to the amendment, suggested to the Code of Administrative Offenses, physical entities will be fined in the amount of AZN 50, authoritative persons AZN 100, while legal entities AZN 200 due to violation of requirements, determined by relevant executive bodies regarding the use of individual means, protecting respiratory system, as well as non-prevention of violation of these requirements by authoritative persons during periods of anti-epidemics, sanitary-hygiene and quarantine regimes. Physical entities will be fined in the amount of AZN 100, authoritative persons AZN 200, while legal entities AZN 400 due to the recommitment of the offense by the reprimanded person from the date of the decision on the administrative reprimand comes into force until the end of the period of anti-epidemics, sanitary-hygiene and quarantine regimes.

K. Jafarov noted that he considers correct the necessity of use of medical mask: “Because some people don’t know they have virus in their body while being a virus carrier. In such a case, they may unknowingly infect other people as well. The main purpose of use of the medical mask is not to infect the surrounding people with the virus unknowingly. A number of opinions exist in the society telling that the medical mask doesn’t prevent spread of virus, and the expensive masks with special respirator should be used. But these opinions are wrong. The doctors think that even an ordinary medical mask reduces virus spreading risk by up to 90 percent. Therefore I request our citizens to comply with the decisions adopted by the Task Force under the Cabinet of Ministers for the sake of their personal health and the common welfare of the community”.

]]> A part of the restrictions imposed in the framework of the special quarantine regime has been lifted, the Task Force under the Cabinet of Ministers told BAKU.NEWS.

A decision has been made regarding the lifting of a part of the restrictions imposed in the framework of the special quarantine regime from 00:00 on May 31, 2020:

- the requirement related to reduction of maximum number of employees at state agencies in Baku, Sumgait, Ganja, Lankaran cities and Absheron region has been lifted;
- the functioning of large trade centers and malls is resumed countrywide (except for functioning of children’s centers and other entertainment centers, cinema halls, public catering facilities under trade centers and malls);
- the organization of sport competitions held in the open air is permitted without participation of spectators;
- the on-site servicing of customers will be implemented from 08:00 a.m. until 10:00 p.m. at restaurants, cafes, tea houses, as well as all public catering facilities situated in Baku, Sumgait, Ganja, Lankaran cities and Absheron region (except for use of hookah equipment and massive festivities, parties by gathering together more than 10 people at all public catering facilities countrywide).

In Azerbaijan, the Ramadan holiday is celebrated on the 1st day of Shavval month i.e. on May 24 depending on the time when the Moon shows itself on the horizon area of our country.

]]> The average annual inflow of Volga water into the Caspian Sea is about 240 billion cubic meters. The total yearly estimate of the inflow of rivers leading to the Caspian Sea is 300 billion cubic meters. 

Of the other major streams, such as the Kora, the Ural, the Terek, the Sefid-rud, and the Haraz, 34 billion cubic meters of water enters the Caspian Sea.

The volume of water entering the rivers is considered a vital indicator in the Caspian water balance. Its annual changes are affected by climatic factors, hydrological regimes, and exploitation.

The results of the study show that in 2019, the flooding period of the Volga River, which generally lasts from early May to late July, was shorter, and its discharge rate was lower than the long-term average.

According to the national center for Caspian Sea studies and research, seawater temperature is one of the main criteria in heat exchange. It is an indicator in assessing the potential for evaporation from the water level, which is one of the main components of the Caspian water balance.
The increasing trend of the Caspian Sea surface temperature, especially in recent years, has been one of the factors affecting the reduction of water level. The average temperature of the Sea in 2019 has increased by 0.2 degrees Celsius compared to 2018, and one degree higher than the long-term average.

Analysis of water temperature changes in the last two years indicates an increase in water temperature in all parts of the Caspian Sea, except for the northern region.

The Caspian Sea is the largest enclosed inland body of water on Earth by area. It is bounded by Kazakhstan to the northeast, Russia to the northwest, Azerbaijan to the west, Iran to the south, and Turkmenistan to the southeast. AZAL has carried out another charter flight from Istanbul to Baku. All passengers were placed in quarantine after the flight.

It should be reminded that earlier this week AZAL performed charter flights from Berlin and Warsaw to Baku in accordance with the plan determined by the Operational Headquarters under the Cabinet of Ministers of the Republic of Azerbaijan.

]]> Taking into account the sanitary-epidemiological situation in Azerbaijan with the novel coronavirus (COVID-19) infection, the total number of infections in the country and the dynamics of recovery of patients, the decision has been made to ease a number of other restrictions imposed under the special quarantine regime starting from 00:00, May 18, 2020, BAKU.NEWS reports.

However, some restrictions remain in place during the special quarantine regime.

The following restrictions remain in place:

• with the exception of cargo transportation, suspension of access to and from the country by land and air;
• with the exception of special purpose vehicles, including ambulances, emergency response, rescue, as well as trucks, suspension of passenger transportation to Baku, Sumgayit and the Absheron district, as well as Ganja and Lankaran cities, and from other cities and districts of the country by land and air;
• suspension of the educational and teaching process in all educational institutions;
• limiting the number of employees working in government agencies in Baku, Sumgayit, Ganja and Lankaran cities and the Absheron district;
• with the exception of “ASAN Xidmət” and “DOST” service centers, suspension of collective and individual receptions of citizens in other state bodies;
• with the exception of funeral wakes, prohibition of religious ritual services, as well as the organization of mourning ceremonies in ceremonial halls, tents and other enclosed spaces;
• prohibition of wedding parties;
• suspension of all public events, including cultural and sports events;
• prohibition of services involving the organization of events, including the organization of birthday parties, weddings, engagements and similar ceremonies in a client's home or other places;
• prohibition of gathering in groups of more than 10 people in public places, including streets, boulevards, parks and other places;
• suspension of entertainment activities, including children's entertainment venues (including boulevards and parks);
• with the exception of museums and exhibition halls, suspension of other cultural facilities, as well as cinemas, theaters, gyms;
• with the exception of those with grocery stores and pharmacies in them, suspension of activities of large shopping centers and malls in the country;
• prohibition of the use of hookah equipment in public catering establishments;
• suspension of on-site customer service in restaurants, cafés, tea houses, as well as all public catering establishments in Baku, Sumgayit, Ganja, Lankaran cities and the Absheron district from 18:00 to 08:00;
• prohibition of family visits to patients in medical institutions;
• suspension of sports, health and rehabilitation services (except for medical services in this area);
• massage and bath services.

Activities in the areas allowed to operate during the pandemic must be carried out in accordance with the necessary social distancing and sanitary-epidemiological rules and guidelines provided by the Task Force under the Cabinet of Ministers of the Republic of Azerbaijan.
